St Kitts and Nevis: CIU head Les Khan embroiled in scam over US $165M in citizenship scheme

Caribbean Galaxy CEO Ying Jin and CIU Unit CEO Les Khan

Dubai: Chief Executive Officer (CEO) of Citizenship by Investment Unit (CIU), Les Khan has become implicated in an alleged scam worth US $165 million from a prison construction project in St Kitts.

Caribbean Galaxy - a construction firm based in St Kitts and Nevis has a contract to construct a prison. The government has provided the company with 5,500 citizenship applications as compensation for completing the prison project with applicable government fees, reveals an agent based in Dubai.

In a bid to acquire this contract, the CEO of Caribbean Galaxy, Ying Jin, CEO of CIU Les Khan had an obscured agreement that on the sale of each citizenship, Ying Jin would pay the US $10,000 to CEO Les Khan - which he will reportedly share the sum with Prime Minister of St Kitts and Nevis Timothy Harris, totalling over the US $55 million and her company (Caribbean Galaxy) will subsequently generate revenue of US $20,000 on sale of each citizenship which totals to the US $110 million.

Revenue of each citizenship application under prison project: Applicable government fees + $10,000 share of Timothy Harris and Les Khan + $20,000 share to Caribbean Galaxy. This means the scam would cost over US $165 million to people of St Kitts and Nevis.

In contrast, a Barbados based company had given a proposal to construct a prison in St Kitts with an expenditure of only around US $30 million ($87 million in Eastern Caribbean currency), the question persists about how the government of St Kitts and Nevis is blindsiding the general public. The money, which must be utilized for the betterment of people, is getting snatched away by Les Khan and Ying Jin.

Agents in Dubai revealed that Ying Jin held meetings with prominent citizenship consultants and offered the given prices and this is from where agents came across the massive scam taking place in St Kitts and Nevis under the name of "new prison".

Head of St Kitts and Nevis Citizenship by Investment Unit Les Khan is jeopardizing the citizenship by investment programme of St Kitts and Nevis. Not only that, but their corrupt intentions are also a massive threat to other islands offering similar programmes. If the scam is not controlled, the entire CBI industry would have been on the verge of collapse. However, PM Harris and Les Khan would still remain unharmed as the duo already made millions of dollars to live a decent and luxurious life ahead.

It is most likely that the Citizenship by Investment Programme of St Kitts and Nevis would face enormous challenges if their new scam becomes reality.
